The Goal of Australia Awards Scholarships in Indonesia is to enhance the pool of Indonesians with Australian post-graduate qualifications in order to encourage positive relations with Australia and strengthen the capability of Indonesian organisations to provide services.
The Objectives of the program are: to equip individuals with knowledge, attitude, and skill to contribute to their organisation’s priorities; to strengthen organisations that are key to implementing the AIPCPS 2008 – 2013; and to develop people-to-people links between Indonesians, and between Indonesians and Australians.
The two key Outputs are the selection of good quality awardees and the placement of those awardees in appropriate programs in Australian universities.
The four Outcomes in Australia Awards Scholarships program logic relate to the principal beneficiaries of the program: alumni; Indonesian agencies; and the bilateral partners. These Outcomes are 1) alumni application of skills and knowledge in the workplace, 2) a strengthening of agency service provision through effective reintegration of the alumnus, 3) alumni initiate people to people link between Indonesian and Australian and 4) the development of positive perceptions of Australia.
Importantly, alumni encompass all of the alumni in the Australia Awards Scholarships program including those from the private sector, NGOs and civil servants, and similarly, Indonesian agencies include both public and private sector institutions.
The data collection methods used to measure achievement of outputs and outcomes include surveys, longitudinal studies, and special studies of alumni around a particular AusAID focus, alumni stories and case studies of the alumni home organisations. M&E results include both quantitative and qualitative data focusing upon alumni skills and knowledge and behavioural change resulting in a positive impact in period after the awardees returns to Indonesia. These results are provided to AusAID through interim reports.
